A State Council member has to be:

A. Shall be with an Omani nationality.
B. Shall have to be  not less than 40 years of age on the date of appointment.
C. Shall be with good social standing and reputation, and not convicted in a criminal case or dishonoring unless reinstated.
D. Shall not be enrolled in any military or security bodies.
E. Shall not be in judicially quarantined
F. Shall be mentally sound.

The State Council shall exercise its authority  and carry out its functions through the following  four main organs:

1. The Chairman, who oversees the Council operations and speaks on its behalf .

2. The Council Bureau , which sets  plan of action  to ensure order and coordination  of work between the various activities of the Council committees. It is also considered as the driving force behind the Council and its other bodies.

3. Committees, which are considered to be the principal and  basic engine of  the Council`s  activity as they initiate, within it, most of the council functions. They are the. The  six standing committees of the Council are:  Legal Committee, Economic Committee ,  Social Committee, Human Resources Development Committee, Education Committee and Culture and Media Committee.
             
4. The Council’s Secretariat General, plays a vital role covering  the organizational, administrative and financial aspects of the Council. It is divided into three Assistant Secretariat Generals:
•  Assistant secretariat general for sessions and committee affairs .
•  Assistant secretariat General for Information and Research affairs.
• Assistant Secretariat General for Administrative and Financial affairs.

1- The State Council  proposes bills and transmits them to the Council of Ministers for consideration and then returned to the Council after being reviewed and checked by Shura Council.

2- The Council reviews the Development Plans and the Annual Budget of the State referred by the Ministers` Council after being reviewed by Shura Council and  make recommendations thereon to the Council of Ministers.

Besides the yearly meeting that is held under the guidance of His Majesty, which is held with the presence of all members of,  Council of Ministers, State Council, and Shura Council, this deepens the interaction between the Council's, the nation, and the citizens.

Members of the Council are usually:
• Former Ministers, Undersecretaries, Ambassadors, Senior Judges, and Officers.
• Recognized competence and expertise in the areas of science, literature, culture, professors.
• Notables and businessmen.
• The figures that noticeably served the nation.
• Any other appointed by His Majesty.

The State Council has an annual session and its official duration is of not less than eight months. Through It, the council conducts its regular meetings and reviews matters referred to it and other matters suggested by its Standing Committees, which the Council's Bureau has approved. The Chairman of the State Council may conduct extra session meetings if there is any necessity.

The State Council is a national consultative organization aims to assist the Government to implement the overall development strategy and to contribute towards deepening the roots of the Omani society through its expertise and well qualified members who contribute substantially towards meeting the objective.
The State Council, by its nature and functions, plays vital role in development at the national level through its contribution to the consolidation and strengthening Oman's consultative process and widening public participation in the Sultanate.

The State Council was established by Royal  Decree No. 86/97, on the 6^th November 1996.  The Basic Law in its fifth chapter stated the establishment of the Oman Council and mentioned that it is made up of the Shura Council and the State Council. The Basic Law referred to all aspects of the councils- the  functions, terms, sessions, number of members, their qualifications, the selection criteria, the reasons for their dismissal and other regulatory  provisions of each Council which are to be regulated by the Law.

State Council is an institution with legal personality it enjoys financial and administrative autonomy, based in Muscat, which consists of a number of members does not exceed the number of members of the Shura Council appointed by royal decree to the President who appoints a royal decree also, a vertical Council of Oman, which consists of the Councils of State and the Shura Council.
